The article suggests that the problems about the receipt of public policy approach in different contexts require first at all recognition of the difference between receiving the theory discursively and in the academic world, and their adoption in the real process of government, particularly in the public administration. Secondly, in order to develop an adoption strategy is proposed that the main tool is the orientation of administrative reforms by the public policy paradigm, based on two premises: the possibility to harmonize the approach to the characteristic administrative and statist tradition in Latin countries like Mexico; and by an adequate argumentation about the instrumental benefits for the government itself that brings the adoption of the approach.
